How to write a telecommuting proposal?

Hi,

I just started working for a company who at fiurst thought would frown upon the iea of telecommuting. After a being there for two weeks I realized lots of people are telecommuting.

Before working for them I had been telecommuting 100% fr a company in Florida.

I want to do partial telecommuting. Meaning, come certain number of times per week or whenever there are meeting and conferences and then take work home.

I am apprehensive about putting the request forward ot my supervisors right now.

How would you recommend I put the telecommuting proposal forward in a way that will show it's not a win-win situation but rather that they will gain more out of it? I don't want my request to sound like I am asking it only for my own advantage.
One more question: would it be a good idea to approach an HR person and ask what is the corporate policy on telecommuting? That way I can use that info to back up my request? Or do you think supervisor would be upset that I went ot HR people first before coming to her for request?
